What Is the ISI Mark Registration — and Why Does It Matter for Your Business?
The ISI Mark Registration is India’s most recognised symbol of product quality and safety. Administered by the Bureau of Indian Standards (BIS), it certifies that a product conforms to the relevant Indian Standard (IS) and has been independently verified for safety, reliability, and performance. For consumers, it is a trusted assurance. For manufacturers, it is the legal gateway to selling in one of the world’s largest markets.
What many businesses do not realise is that ISI Mark certification is not optional for a growing list of product categories. Under various Quality Control Orders (QCOs) issued by the Government of India, manufacturers are legally required to hold a valid BIS licence before they can produce, import, or sell these products. Operating without one can result in product seizure, heavy penalties, and being barred from the Indian market entirely.
Whether you are an Indian manufacturer scaling your operations or an overseas company looking to enter India, the ISI Mark is not just a compliance checkbox — it is your competitive credential.
How Star QMS India Helps You Get Certified
At Star QMS India, we have spent years navigating the BIS certification ecosystem on behalf of manufacturers across sectors — from electrical goods and steel products to food-grade packaging, toys, and cement. Our team of qualified engineers and regulatory experts handles every step of the process, so your involvement is minimal and your path to certification is as smooth as possible.
We work with two categories of applicants:
For Indian (Domestic) Manufacturers — We guide you through the full BIS Product Certification Scheme under the BIS (Conformity Assessment) Regulations, 2018, helping you meet the standards set out in IS/ISO/IEC 17067:2013. From in-house lab setup to factory audit preparation, we are with you at every stage.
For Foreign Manufacturers — We represent you through the Foreign Manufacturers’ Certification Scheme (FMCS), BIS’s dedicated route for overseas companies seeking to legally sell products in India. This includes acting as your Authorised Indian Representative (AIR), coordinating factory audits at your overseas facility, and managing all documentation with BIS on your behalf.
The ISI Mark Certification Process: Step by Step
Understanding the full journey helps you plan timelines and budgets realistically. Here is how the process works.
Step 1 — Identify Your Product Standard
Every product covered under BIS certification has a corresponding Indian Standard (IS) code. The first task is identifying the correct IS standard that applies to your product, since the entire application, testing, and audit process flows from this.
Step 2 — Prepare Your Documentation
A complete application requires a specific set of documents that must be accurate and consistent. This includes laboratory test reports aligned with your IS standard, factory registration documents (GST, MSME, rent agreement), a list of machinery and raw materials, a manufacturing process flowchart, an in-house laboratory inventory, and authorised signatory details.
Missing or inconsistent documentation is one of the most common reasons for application delays. Our team ensures your documentation pack is complete and correctly formatted before submission.
Step 3 — Submit the Application Online
The ISI Mark application is submitted through the BIS online portal. Our consultants prepare and file the application on your behalf, including payment of applicable government fees.
Step 4 — Factory Audit by BIS
A BIS-authorised auditor conducts an on-site inspection of your manufacturing facility. This audit evaluates whether your production environment, testing infrastructure, and quality control systems meet the Indian Standard requirements. We prepare you thoroughly for this stage so there are no surprises.
Step 5 — Laboratory Testing of Product Samples
During or after the audit, sealed product samples are dispatched to a BIS-approved laboratory for independent testing against the relevant IS parameters. We coordinate with approved labs to ensure timely testing and accurate reports.
Step 6 — Grant of Licence
Once your product clears all test parameters and your documentation is verified, BIS grants the ISI Mark licence. You are then legally authorised to affix the ISI Mark Registration on your products.
Two Certification Tracks: Normal vs. Simplified Procedure
BIS offers two procedural pathways to certification, and choosing the right one can significantly affect your timeline.
Normal Procedure (60–65 days): This is the standard route. BIS conducts the factory inspection first, followed by laboratory testing of samples collected during the audit. The complete cycle, from application to licence issuance, typically takes 60 to 65 working days.
Simplified Procedure (35–40 days): This faster pathway allows applicants who already have test reports from a BIS-approved laboratory (conducted prior to application) to submit those along with their application. The BIS then cross-verifies the results through a factory inspection. This can reduce the turnaround time to 35–40 days — nearly half the standard timeline. We help you determine which route is right for your product and situation.
BIS Certification Fees: What to Expect
The government fees for ISI Mark registration are structured as follows:
| Fee Type | Amount |
|---|---|
| Application Fee | ₹1,000 (paid to BIS) |
| Audit Charges | ₹7,000 (paid to BIS) |
| Sample Testing Fee | As applicable per product/lab |
| Licence Fee | ₹1,000 (paid to BIS) |
| Minimum Advance Marking Fee | As per the IS Standard |
An important point for small businesses: BIS offers an 80% concession on certification and minimum marking fees for Micro Scale Units under the MSME framework, making ISI certification significantly more affordable for startups and small manufacturers.
Note that in addition to government fees, some products require investment in an in-house testing laboratory at your facility. Our team advises you upfront on what equipment is required for your specific product category.
Star QMS India’s professional service charges are discussed during your initial consultation, and we pride ourselves on offering transparent, value-for-money pricing with no hidden costs.
Documents Required for ISI Mark Certification
While requirements can vary by product category, the standard documentation set includes the following. Laboratory test reports as per the applicable Indian Standard form the core of your application. You will also need a complete list of machinery used in production, a list of raw materials with supplier details, a layout plan of your factory floor, factory registration proof (such as GST certificate, MSME registration, and rent agreement), a manufacturing process flowchart, details of your in-house testing facilities, and authorised signatory details.
Our team reviews every document before submission to ensure accuracy and completeness, significantly reducing the risk of rejection or delays.
Products That Require Mandatory ISI Mark Certification
The Government of India has made ISI certification compulsory for hundreds of product categories through Quality Control Orders (QCOs). Some of the most commonly certified product categories include:
Electrical goods such as switches, wires, cables, and luminaires; construction materials including cement, steel, and TMT bars; consumer products such as LPG cylinders, helmets, and pressure cookers; packaged drinking water and food-contact packaging materials; automobile parts and components; toys and childcare products; and electronic accessories.
If you are unsure whether your product falls under mandatory certification, our experts will identify the applicable QCO and advise you accordingly — at no cost during the initial consultation.
ISI Mark Registration for Foreign Manufacturers (FMCS)
Overseas manufacturers who wish to supply products to India are required to obtain BIS certification through the Foreign Manufacturers’ Certification Scheme (FMCS). This scheme mirrors the domestic process but introduces additional steps specific to international applicants.
Star QMS India serves as your Authorised Indian Representative (AIR), which is a mandatory requirement under FMCS. As your AIR, we represent you in all communications with BIS, coordinate the factory audit at your overseas plant, manage product sample dispatch to BIS-approved laboratories in India, and handle all documentation and correspondence through the BIS portal.
We have successfully guided manufacturers from China, Vietnam, Thailand, South Korea, Taiwan, and the Middle East through the FMCS process, and our team is experienced in handling cross-border logistics, translation of factory documentation, and compliance with BIS’s international audit protocols.

Is ISI certification mandatory for all products? No, but for products covered under Quality Control Orders, it is legally required. Selling such products without a valid BIS licence is an offence under Indian law. For other products, ISI certification is voluntary but adds significant credibility.
Can foreign manufacturers get ISI Mark certification? Yes, through the Foreign Manufacturers’ Certification Scheme (FMCS). Star QMS India acts as your Authorised Indian Representative and manages the entire process from end to end.
How long does ISI certification take? Using the Normal Procedure, it typically takes 60–65 days. The Simplified Procedure can reduce this to 35–40 days, provided prior test reports are available.
What does ISI certification cost? Government fees start from ₹9,000 (excluding sample testing and marking fees). Micro enterprises receive an 80% concession on certification and marking fees from BIS. Star QMS India’s professional fees are discussed transparently at the first consultation.
Do I need an in-house lab to get ISI certification? For most product categories, yes. BIS requires manufacturers to demonstrate in-house testing capability aligned with the Indian Standard. We advise you on exactly what equipment is required for your specific category.
What happens if my product fails the BIS lab test? If your product does not meet the IS parameters during testing, the application is put on hold. We work with you to identify the root cause, make necessary product corrections, and re-initiate the testing process.
